About the Facilitators

Ian Steuart
Ian is the TIPS JUST SA project lead. He is an experienced and versatile economic and financial development professional with significant expertise in project management and project-based financial advisory for renewable energy assets. With a background in international trade negotiations and over 12 years’ experience in international development consulting, Ian has acquired well-rounded skills in policy analysis and advocacy, stakeholder engagement, and the management of complex, multi-faceted programmes funded by international donors. He is also a skilled researcher with a long-standing interest in industrial development issues and climate change. Ian holds a Master’s degree in Economics.
Simbarashe Mhaka
Simbarashe is an Economist at TIPS, working on the JUST SA project. Prior to joining TIPS he worked in policy research as a Senior Research Fellow at Africa Economics Development Strategies (AEDS), Research consultant at In on Africa (IOA) and Research Officer at Organisation Development & Research Ltd (ODRL). He also worked as an Economics Lecturer at Nelson Mandela University and independent lecturer contractor at the Management College of Southern Africa (MANCOSA) and Cape Business and Engineering College. His research interests includes green economies, sustainable growth and development, poverty, unemployment and inequality reduction He holds a PhD in Economics.

Ntombifuthi Tshabalala
Ntombifuthi is an Economist at TIPS, working on the JUST SA project. Prior to joining TIPS, she was a Researcher and Assistant Lecturer at the Centre for Competition, Regulation and Economic Development (CCRED) at the University of Johannesburg. She has extensive experience in research and policy making in the field of competition economics. As an Assistant Lecturer, she lectured on markets and just transitions in agrifood and energy industries. Her research interests include green energy, sustainable industrialisation, development economics and industrial policy. She holds a Master’s degree in Development Economics.

Elize Hattingh
is an advocate for Sustainable Development and an experienced Green Economy Specialist with 15 years’ work experience. She holds a Masters and BPhil Degree in Sustainable Development and professional qualifications in Sustainable Finance from the University of Oxford Smith School, Gender Inclusion in Green Economy from GIZ and UNIDO. Her first publication on the Green Economy of South Africa was in 2016 for Partnership for Action in Green Economy (PAGE) funded by the Department of Fisheries, Forestry and the Environment (DFFE), United Nations Environmental Plan (UNEP) and the International Labour Organisation (ILO). The research provided an inventory of all Green Economy activities and investment in South Africa, covering eight sectors over a ten-year period. She started working in 2020 at TIPS with the Green Economy Coalition to update a tracker on all Green Economy Policies in South Africa and she published the first Green Economy Bulletin under this work package. Another area of expertise is Gender Inclusion in Green Economy – she consulted for Future Females Empowerment Initiative since 2020 to provide expertise in this area and continues to coach female owned business in green sectors.
